If the original wants a franchise fee and offers those franchises outside the local area, then to me it's considered a chain. There may well be other criteria for other people. We should probably have a different review criteria too. . . perhaps just compare them to each other. . . ::) I know several local spots that could never compete with some chains, and several chains that could never hold a candle to the local spots. I'm not sure that segregation of the review process based on business model has any value. I love Bodean's, but I also love Bonefish Grill. Local Reviews was for all businesses but then "restaurant reviews" was added two years later.
