Doesn't that pretty much equal a win-win for Tulsa?

I would have preferred a tanker distribution operation but this saves more jobs and upgrades facilities. Few people felt like the refinery could ever be sold or closed because of the inherited cost of a century of operation. Unless this is a shell game that transfers those obligations to a company that has no hope of success and no assets to draw upon. From what I can tell this is a healthy company.
