They are saying the Feds have assumed power over something that the state should govern.  I don't know specifically what powers they are talking about.

as our agent, to cease and desist, effective immediately, mandates
that are beyond the scope of these constitutionally delegated
powers.


What are they talking about? "No child left behind"? The new "ID"s perhaps?
