I have posted the Agenda for the Aug 18 Tulsa City Council Meeting. This meeting is important because under item 8b the Council will discuss the proposed Amendments to the Charter. Items 4a and 8c would probably be of interest to many who frequent this forum as well. I have also listed the suggested charter amendments. Here are the proposed changes under Item 8b:

Charter Amendment Suggestions
   
Current/Amended Slightly per Council Discussion: 8/16/05

    1.a. Clarify definition of "qualified elector" to state that, in every instance, they must be a resident  of the city of Tulsa *     1.b. Include the provision that appointees to authorities, boards and commissions (all or a specific  list of authorities, boards and commissions) must be qualified electors residing in the city of Tulsa  for a period of 90 days.*

   2. Amend recall provisions to provide that an elected official may only be recalled for the same  reasons which would subject them to removal under state statutes (Article VII).

    3. Make municipal elections nonpartisan elections.

    4. The addition of a few Councilors at large, with the majority still being tied to districts, by  adding four (4) new Councilors which shall be elected at-large by the qualified electors of the city.

   5. Providing for a 3?4 supermajority vote of the entire membership of the Council to approve a  zoning map amendment when a sufficient number of protest petitions have been filed.

   6. Providing for a time frame to name appointees to authorities, boards, commission and other  agencies of the City of Tulsa (it is the City Attorney’s opinion that despite past enactments  regarding this item, a Charter change is necessary).

   7. Council Attorney - eliminate managerial/reporting relationship to City Attorney (add a provision  in Article II which would provide “the Council may hire an attorney to assist the Council in the  performance of its duties.  The attorney would not be subject to the supervision or management of  the City Attorney.”).

   8. City Attorney – require that the position be elected; or a joint appointment with a concurrent  reporting relationship (equal) to both the Mayor and the City Council; or the City Attorney to be  nominated by the Mayor, approved by the Council, and equally supervised by both; or the City  Attorney to be selected, and supervised, by the City Council.

   9. The City charter to include a provision that requires a Councilor to live in the district in which  he/she was elected for the entire term; if he/she resides outside the district, he/she must resign.

   10. Clarification of the dates on which municipal primary and general elections can be held, to be  in accord with state and federal election laws (Article VI).

    11. Clarification regarding that “resolutions” do not need to be published.

   12. Term Limits -Effective with the start of the next city elections, no city official including but  not limited to the Mayor, City Auditor and Councilors may serve in any one office longer than a  total of eight (Cool years. A candidate may not run for an office if the proposed full term for that  office shall cause the candidate to serve more than a total of [a] eight (Cool years, or twelve (12)  years in that office. An exception shall be granted for all current officeholders so that the clock on  the eight year term limit shall not run until the next city election for each office so affected.**  

 *     Separated into two items reflecting discussion at Council committee.

  **   Both 8 and 12 year options offered.

14. Removal of all City of Tulsa administrative department heads from Civil Service;  adding a corresponding number of unclassified positions to be designated by the Mayor  (Article X); providing that during the first ninety (90) days of the Mayor’s term of office,  a department head may not be removed from office except for cause.***

    15. Complete removal of the recall process from the Charter.

    16. Adding the requirement that no property contained within a Historic Preservation  district shall be rezoned in any manner whatsoever except by a 3?4 supermajority vote of  the full Council.

    17.  Switching from our current charter, strong mayor/council form of government, to a  charter, council/manager form of government.****

     ***   Added the focus on administrative departments.

    ****   Changed from a formal study to a proposed charter amendment.
