Downtown marketplace

Converting an old warehouse into a market is fairly simple to do, and relative to other types of re-use, it is fairly cheap. The question is, is this project the kind of thing that could spur retail development downtown. If so, where should it be built? Many developers have shown interest in the east end, but most seem to want to amass the whole area and may or may not feel this conflicts with their plans. Another option is the brady district, but how would this fit in with the brady village infill plan already in place?

A lot of questions, not many answers. But if this is a worthwhile endeavor, what are the next steps? Who should own it? Private developer? The city? Concerned citizens?
